The possibility of a duel between Monkey D. They believe in maintaining the world’s status quo, most likely, hiding the truth about the Void Century, perpetuating the power of the Celestial Dragons, and keeping secrets of the world’s Ancient Weapons. The Revolutionaries are going all-out to overthrow the World Government. The Gorosei are determined to suppress any challenges to the World Government’s rule. Dragon is the target of this rebellion, and in due time, his armies will probably face the upper echelons of the World Government’s powers.

Dragon represents the longing of the enslaved people by the World Government and Celestial Dragons. The Five Elders represent the oppressive regime that rules the world. They have opposing philosophies, and this sets the stage for an even bigger war. As the Revolutionary Army struggles to overthrow the World Government, it’s very likely their final battle is going to pit Dragon against the Gorosei or even the Celestial Dragons themselves.
Dragon may meet Luffy only in the Final war
Luffy and Dragon share the same blood, and Luffy’s journey has been that of disrupting the status quo. His ultimate battle with the World Government—more specifically, the Marines and Five Elders—could be mirrored by Dragon’s battle against the World Government’s top echelons. This could be symbolic: Luffy is battling for the Pirate King title, and Dragon is battling for the world’s freedom.

There’s a good theory that the series is going to conclude in a “final war” that brings together all of these factions—the Pirates, the Revolutionaries, the Marines, and the World Government. But there is still much we don’t know about Dragon’s abilities, so this could be a fight to watch closely. Although Oda has not announced a direct fight between Dragon and the Five Elders, the direction of One Piece’s story heavily implies that one is imminent.
