Here, we rank the top five strongest Marine characters, factoring in strength in combat, Devil Fruit powers, Haki mastery, and overall influence.
15. Onigumo
Vice Admiral Onigumo is truly quite infamous for his brutal character and his impressive combat strengths. He combats with many swords at the same time. This is then combined with his having a tactical mind and knowing how to utilize Haki, which makes him gain respect in the fight. 14. Donquixote Rosinante (Corazon)
Rosinante, or as most people called him, Corazon, was the adopted brother of Donquixote Doflamingo and a former Marine. More of a strategist and covert operative, his Calm-Calm Fruit (Nagi Nagi no Mi) allowed him to silence all sound, which made him an excellent stealth agent. He gave up himself for Trafalgar Law while showing off all the great characteristics: his commitment to justice, coupled with fearlessness, set his name into Marine history.

13. Tashigi
Tashigi proves to have increased powers after each instance as she, the sword wielder and right-hand woman for Smoker is passionate about masterfully wielding the sword and having perfect justice in his hands. To be a real good member of Marine forces, at least not much upper echelons of a marine, such powers are noticeable in Tashigi.

12. Koby
Koby has come a long way from being the timid cabin boy. With Garp as his mentor, Koby had learned his Haki and his fighting skills and had proven himself as a capable fighter in his own right. Although not at the same level as the Admirals, his potential and drive for justice make him one of the up-and-coming stars of the Marines.

She is called “Black Cage Hina.” With her Cage-Cage Fruit, or Ori Ori no Mi, Hina can immobilize enemies with minimal effort. She is a skilled officer in the Marines due to her strategic mind and combat skills. Her ability to capture and subdue foes with her Devil Fruit makes her a strong candidate for this list.

10. Sentomaru
Sentomaru is a bodyguard for Dr. Vegapunk and holds fabulous strength in his body and extraordinary battle skills. Equipped with strong Haki, he can easily defeat a powerful attack from anyone. The head of the Pacifista project and also an expert in battles, this one is an important officer who carries much significance in the arsenal of the Marine.

Kong is the World Government’s Commander-in-Chief. He was formerly a Fleet Admiral before Sengoku. Although little has been described about his powers, just his rank itself is enough to say that he is one of the strongest. Being a senior Marine with a history of years, it’s safe to say that Kong probably has excellent mastery of Haki and combat capabilities, although he now takes a more reserved role.

6. Ryokugyu (Aramaki)
Ryokugyu, yet another modern Admiral, carries a Devil Fruit that allows him to manipulate plant life. He is very versatile with regenerative ability and attack power. His confidence has been demonstrated in how he can hold up to the Revolutionary Army’s leaders, and also the relaxed attitude he maintains in tense situations.

5. Fujitora (Issho)
Fujitora is one of the newest Admirals but is already creating a name for himself among them as one of the strongest. His Gravity-Gravity Fruit (Zushi Zushi no Mi) gives him mastery over gravitational forces, which he uses for both attack and strategic moves. His swordsmanship leaves no comparison, while his justice is soundly balanced with a very strong sense of morals. The ability to call meteors during a battle shows the terrifying scale of his power.

4. Kizaru (Borsalino)
Kizaru is one of the Marine Admirals with a Light-Light Fruit or Pika Pika no Mi, allowing him to run and strike at the speed of light. He doesn’t reveal his extraordinary power since he is a bit calm and sarcastic. His assaults are almost undodgeable, which makes him an extremely frightening opponent. His battles with Rayleigh and participation in the major conflicts make him one of the most dreadful Marines.

Sengoku, a former Fleet Admiral, is a legendary figure in the Marines. His Human-Human Fruit, Model: Daibutsu (Hito Hito no Mi, Model: Daibutsu) allows him to transform into a gigantic golden Buddha with extraordinary power and hardness. At his best, Sengoku was intelligent and possessed great leadership qualities, and his fighting power was seen in the Marineford War.
