12. Arlong – The Fish-Man Tyrant
A strong fish-man, Arlong is a large man with powerful strength and agility. However, Arlong has neither a Devil Fruit nor Haki. Still, this does not rank him as comparable to the others listed above since Arlong lacks both the strategic brain and Haki.

Buggy has the Chop-Chop Fruit, which makes him split into parts, controllable by him making it tough to hit him. Boa Hancock has Love-Love Fruit, which she uses to transform anyone who falls in love with her into stone. She uses this power so that with just one glance she can neutralize opponents by turning them to stone, hence making her an extremely dangerous fighter. However, this power was somewhat limited by the emotional state of her opponents. People who are not affected by her beauty or charms, like Kuma or Law, are immune to her powers. Outside of her Devil Fruit, Hancock is a trained martial artist and can make use of Armament Haki to increase her physical attacks. She can also make use of Observation Haki to predict the movements of her opponent; however, it is her Devil Fruit that makes her deadly.

Moria can also give strength to the shadows, and they become powerful creatures or even warriors. He can fight with his own shadow, using it as an extension of his body. Though Moria lacked Armament Haki, the strategic thinking and manipulation of shadows make him a really dangerous foe. His shadow army and control over others are parts of his power.

Jinbe does not have Devil Fruit; his colossal power, however, rests upon Fish-Man Karate and Haki.
